In a setback to 23 media and civil liberties groups, the U.S. Supreme Court declined Monday to review Mohamed Kamel Bellahouel's appeal of federal orders that have kept his habeas corpus case secret. The high court also approved Solicitor General Theodore B. Olson's decision to file under seal the entire government brief in opposition to Bellahouel, an Algerian detained on an immigration charge a month after the Sept. 11 attacks.
