Eliot Spitzer is New York's attorney general, but his actions have been causing reverberations far beyond the boundaries of the Empire State. Case in point: the $100 million 'global' settlement he wrested in May from Merrill Lynch, which requires the unanimous consent of all 50 states. Trouble is, Spitzer didn't consult with other states before endorsing the deal, which could prove to be more than a symbolic mistake.
