A federal appeals court on Friday ordered the Federal Communications Commission to rewrite a rule meant to increase the number of companies offering high-speed Internet service. The court questioned the rationale for the rule, which requires local regional carriers to make elements of their calling networks available to competitors at deep discounts in every market, regardless of whether competition is suffering there or not.
