The new Federal Communications Commission has made its first major policy change -- and it won't change things much. Last week, the FCC threw a bone to the Baby Bells saying it would chop fees on an arcane practice known as reciprocal compensation. The Bells had tried months ago to get legislation passed to outlaw the practice all together, and no one has ruled out reviving the bill.
