Jovita Thompson of Toronto filed a complaint in U.S. District Court in Wilmington, invoking a 1980 Hague Convention on international child abduction. Thompson said last summer her estranged husband took the couple's three children for a few weeks. But when the summer ended, she said, he refused to return the children to Ontario.
