The Cuban father of Elian Gonzalez has a right to custody of his son, U.S. immigration officials announced Wednesday, a decision expected to be challenged in court by Miami relatives of the 6-year-old boy. INS officials said the agency hopes arrangements can be made to return Elian to Cuba by January 14. If Elian's doting American relatives can resist their litigious impulses, maybe Elian will see his dad again before the next millennium.
