Richard T. Meuse beat the rap, but not for lack of evidence. The Massachusetts man was charged with tattooing a 13-year-old girl. Since 1962, the Bay State has made tattooing by anyone other than a licensed physician a criminal offense. But Meuse's attorney convinced the judge that tattooing is a constitutionally protected form of expression.
