A single pro se litigant is potentially holding up an $11.2 billion settlement agreement between Pennsylvania and the nation's largest tobacco companies. Dr. Robert B. Sklaroff, an oncologist, remains the last holdout appealing the tobacco settlement approved earlier this year by Philadelphia Common Pleas Court Judge John W. Herron. Sklaroff said yesterday he objects to how the settlement agreement curbs future litigation and damage awards against the tobacco manufacturers.
