Does the Justice Department do enough to guard against discrimination in its own house? An internal review, conducted by the Civil Rights Division's Employment Litigation Section, carefully studied the tests routinely administered to applicants for jobs in each of the department's major components. The conclusion: The testing of those hoping to become Border Patrol agents, INS detention enforcement officers, and others has resulted in bias against African-Americans and Hispanics.
