Cops and prosecutors in the District want to send a message to the 9,000criminal defendants who are free while awaiting trial: Comply with pretrialrelease orders, or risk going back to jail on new charges.

Led by U.S. Attorney Wilma Lewis, a group of criminal justice leaders isworking on a coordinated plan they say will fix cracks in the system thathave endangered public safety.
