Kathleen H. McGuan returned to the Washington office of Reed Smith after holding positions as chief counsel for the Centers for Medicare & Medicaid Services of the U.S. Department of Health and Human Services (HHS) and associate general counsel of HHS. She will serve as a partner in the firm’s regulatory litigation group. During her two years working for the government, McGuan served as the principal legal counselor to the administrator on all aspects for the Centers for Medicare & Medicaid Services’ programs, including Medicare reimbursement, methodologies, national coverage determinations, fraud and abuse, Medicaid finance and litigation strategy. She also participated in policy development and decision meetings, advising other senior level department officials. She also managed a staff of 60 attorneys who provided counseling and litigation support to the department. “She brings back to Reed Smith a great deal of insight into government health care policy that will be valuable to our clients and to the members of our health care and life sciences practices,” said Gregory B. Jordan, Reed Smith firm-wide managing partner.
