Pro se litigants have created a logjam in the Ninth Circuit U.S. Court of Appeals, which has seen a 39 percent increase in the past few years in cases filed by those who represent themselves. Currently, pro se cases constitute roughly one-third of all civil filings in the Ninth Circuit. The Ninth Circuit Task Force on Self-Represented Litigants recently made a number of recommendations to relieve the situation.
