San Francisco Seattle-based Preston Gates & Ellis has elected former Microsoft General Counsel William Neukom chairman of the firm. Neukom rejoined Preston Gates as a partner in the fall of 2002 after working for 17 years at Microsoft. He succeeds Richard Ford, who is retiring after 18 years with the firm. Neukom received his LL.B. from Stanford Law School in 1967. Real estate finance specialist Andrea Clay has joined Allen Matkins Leck Gamble & Mallory as of counsel. A former Paul, Hastings, Janofsky & Walker attorney, Clay earned her J.D. from the University of Southern California in 1993. Littler Mendelson has added Ellen Bronchetti as an associate. Bronchetti represents and counsels management on federal and state labor and employment laws. She is a graduate of Northeastern University School of Law. Judith Schvimmer has joined Harvey Siskind Jacobs as an associate. Her practice focuses on copyright, trademark and commercial litigation and transactional matters for technology and business clients. She graduated from Columbia Law School in 2003. Lynch, Gilardi & Grummer has elevated Elisabeth Madden to equity partner. Madden practices in the areas of employment law, professional liability and general litigation. The firm also has added two associates: Vijay Toke, formerly of Bullivant Houser Bailey, and Tyson Arbuthnot, formerly of Ericksen, Arbuthnot, Kilduff, Day & Lindstrom. Toke focuses on employment, commercial and general litigation. Arbuthnot practices in commercial litigation, professional liability and general litigation. Miriam Khatiblou has been elevated to partner at Goldberg, Stinnett, Meyers & Davis. Khatiblou focuses on bankruptcy, business reorganization and creditors’ rights. She is a 1995 graduate of the University of San Francisco School of Law. Immigration law firm Fragomen, Del Rey, Bernsen & Loewy has elected six new partners, including Helena Younossi in the San Francisco office. A two-time recipient of the Wiley W. Manuel Award for Pro Bono Legal Services, Younossi received her J.D. from the University of San Francisco School of Law in 1992. Carolyn Miller Parr, who was appointed by President Reagan to a 15-year term on the U.S. Tax Court bench, has joined Judicial ADR’s specialist mediator panel. Parr focuses on tax, corporate, international, commercial and bankruptcy matters. She is a graduate of Georgetown University Law Center. South Bay Fernandez & Associates in Menlo Park has elevated Dr. Mircea Achiriloaie to partner. Achiriloaie’s practice focuses on biotech patent prosecution. He received his J.D. from the University of Texas School of Law. East Bay The Oakland city attorney’s office has received the Law Firm Distinguished Service Award from the Alameda County Bar Association in recognition of the office’s “unselfish and dedicated service to the ACBA and the community.” The award particularly recognized the work of the Neighborhood Law Corps. Kathleen DeLaney has joined Rudloff Wood & Barrows in Emeryville as an associate. DeLaney’s practice focuses primarily on the defense of insurers in bad faith suits involving both personal and commercial policies. Previously with Morgan Miller Blair, she received her J.D. from Georgetown University Law Center in 1997. Sacramento Lobbyist Fred Main has joined Manatt, Phelps & Phillips as counsel in the firm’s government and policy division. Main is a former general counsel of the California Chamber of Commerce. He earned his J.D. from McGeorge School of Law in 1980. Southern California Akin Gump Strauss Hauer & Feld has added Thomas Zaccaro to the firm as a partner in the securities litigation practice group in Los Angeles. Previously, Zaccaro served as regional trial counsel of the Securities and Exchange Commission. He graduated from Boston College Law School in 1984. New York’s Stroock & Stroock has named eight new partners, including Daniel Rozansky in the Los Angeles office. Rozansky practices in the areas of entertainment, defamation, complex business litigation and real estate litigation and issues related to the apparel industry. He received his J.D. from Loyola Law School in 1992. Rutan & Tucker of Costa Mesa has added George Wall as a partner in its corporate practice. Wall comes to the firm from Palmieri, Tyler, Wiener, Wilhelm & Waldron, where he had been a partner since 1990. His practice includes corporate acquisitions, sales and reorganizations, venture capital transactions and securities. He received his J.D. from the University of Miami in 1974. Former Los Angeles Congressman James Rogan, who since 2001 has served as undersecretary of commerce and head of the U.S. Patent and Trademark Office, is returning to Washington, D.C., law firm Venable as a partner in the firm’s legislative and government practice. Rogan also served as a judge in the Los Angeles County Superior Court. He received his J.D. from UCLA School of Law in 1983.
