AMERICAN PETROLEUM INSTITUTE The American Petroleum Institute has promoted Harry Ng to general counsel from the position of assistant general counsel. Ng, 43, remains the director of the API’s Office of the General Counsel and will continue to manage the legal services department. He received his law degree from New York University School of Law. D.C. CORPORATION COUNSEL The D.C. Corporation Counsel has added a new group of assistant corporation counsel. Sabine Brown, 33, has joined the Abuse and Neglect Section of the Office of Public Protection and Enforcement, specializing in family law. Brown was an assistant district attorney in New York and holds a law degree from St. John’s University School of Law. Deborah Carroll, 44, has joined as an attorney adviser in the D.C. Department of Human Services, specializing in social service law and regulation. Carroll was a deputy city solicitor in the City of Philadelphia Law Department. She received her law degree from Temple University’s James E. Beasley School of Law. Lynette Collins, 35, has joined the Juvenile Prosecution Section of the Criminal Division in the Office of Public Protection and Enforcement. Collins was an assistant city solicitor in Baltimore and graduated from the University of the District of Columbia David C. Clarke School of Law. Carol Connolly, 29, has joined the Office of Torts and Equity in the Equity Division, specializing in civil litigation. Connolly was a public defender in Kentucky and received her law degree from Catholic University of America’s Columbus School of Law. Rodolfo Antonio De Leon, 30, has joined the Juvenile Prosecution Section of the Criminal Division in the Office of Public Protection and Enforcement. De Leon had been a law clerk to Judge John Mott of the D.C. Superior Court and holds a law degree from the American University Washington College of Law. Marinel de Jesus, 27, has joined the Abuse and Neglect Section of the Office of Public Protection and Enforcement, specializing in family law. De Jesus was a law clerk in the Office of Magistrate Judges in the D.C. Family Court and is a graduate of the University of Washington School of Law. Kerslyn Featherstone, 32, has joined the Criminal Division in the Office of Public Protection and Enforcement, specializing in general crimes and government fraud. Featherstone was a law clerk for D.C. Superior Court Judge Jeanette Clark and graduated from the Catholic University of America’s Columbus School of Law. Sherry Glazer, 51, has joined the Commercial Division in the Land Use, Public Works Section, specializing in legal sufficiency reviews of matters in conjunction with zoning of buildings and alley openings and closings. Glazer was an associate attorney in the Office of the County Attorney in Montgomery County, Md. She holds a law degree from Rutgers School of Law. Leora Hoffman, 46, has joined the Abuse and Neglect Section in the Office of Public Protection and Enforcement, specializing in family law. Hoffman was in solo practice and holds a law degree from Hofstra University School of Law. Grant Moy, 58, has joined the Civil Division in the Office of Public Protection and Enforcement. Moy specializes in consumer protection enforcement and was the deputy general counsel in the D.C. Department of Consumer and Regulatory Affairs. He is a graduate of the University of San Francisco School of Law. Geoffrey Platnick, 34, has joined the Legal Services Section of the Child Support Enforcement Division, specializing in family law. Platnick was an associate at Korn & Sussman and is a graduate of Buffalo School of Law. Rachel Toker, 31, has joined the Commercial Division in the Procurement Section and will specialize in real estate transactions on behalf of the home again initiative in the Office of the Deputy Mayor for Planning and Economic Development. The home again initiative is a program started by Mayor Anthony Williams to renovate vacant and abandoned D.C. buildings. Toker was an associate with Arnold & Porter and earned her law degree from Harvard Law School. DECHERT Dechert has expanded its financial services and securities litigation department with the addition of Paul Huey-Burns as a D.C. partner. Huey-Burns, 47, was a partner at Morgan, Lewis & Bockius and is a graduate of the University of Pennsylvania Law School. GOODWIN PROCTER Goodwin Procter has expanded its financial services practice with the addition of Melanie Fein as partner in the firm’s D.C. office. Most recently, Fein, 54, was a solo practitioner. She earned her law degree from Catholic University of America’s Columbus School of Law. HOGAN & HARTSON H. Christopher Bartolomucci, 38, rejoins the D.C. office of Hogan & Hartson as a partner in the firm’s litigation practice group. Previously, Bartolomucci was an associate White House counsel in the George W. Bush administration. He graduated from Harvard Law School. JAFFE ASSOCIATES Betsy Oilman Jaffe has joined Jaffe Associates as senior account supervisor in its Bethesda, Md., office. Formerly, Jaffe (no relation to the name partner of the firm) was a director at Weber Shandwick Public Affairs. Jaffe, 33, is a graduate of the George Washington University. LAW OFFICES OF RICHARD F. JOHNS Richard Johns, 32, has formed his own practice in the District. The Law Offices of Richard F. Johns will specialize in litigation. Most recently, Johns was an associate at D.C.’s Leftwich & Ludaway. He earned his law degree from the George Washington University Law School. WILLIAMS MULLEN Williams Mullen has expanded its tax practice with the addition of Melissa May as an associate in the firm’s D.C. office. May, 27, will concentrate on estate planning and trust and estate administration. Most recently, she was a law clerk for Virginia Circuit Judge Jane Marum Roush. May holds a law degree from Washington and Lee University School of Law. ZUCKERMAN SPAEDER Zuckerman Spaeder has added two attorneys to the firm’s white collar and civil litigation practice. Gregg Bernstein, 48, has joined as partner in the firm’s Baltimore office. Most recently, Bernstein was a partner at Martin, Snyder & Bernstein. He is a graduate of the University of Maryland School of Law. David Byrd, 37, has joined as an associate in the District. Byrd was a law clerk to Judge John Bates of the U.S. District Court for the District of Columbia.
