BAKER BOTTS Alex Bourelly joins Baker Botts’ D.C. office as special counsel, focusing on white collar defense work and enforcement matters involving the Securities and Exchange Commission. Bourelly was a senior trial assistant at the U.S. Attorney’s Office in the District of Columbia. Bourelly, 39, is a graduate of Northwestern University School of Law. BLANK ROME GOVERNMENT RELATIONS Barbara Comstock, former director of public affairs at the Justice Department, has joined Blank Rome Government Relations as a principal in D.C. Comstock, 44, will be a lobbyist and a strategic communications specialist. She holds a J.D. from Georgetown University Law Center. DICKINSON WRIGHT Jean Edwards has joined the D.C. office of the intellectual property firm Dickinson Wright as a partner, specializing in both domestic and foreign patent preparation and prosecution, with particular emphasis on the areas of computer science, electrical, and mechanical arts patent law. Most recently, she was of counsel at Sonnenschein Nath & Rosenthal. Edwards, 46, is a graduate of the University of Miami School of Law. FOLEY & LARDNER Yoshimi Ohara, 37, has joined Foley & Lardner’s D.C. office as special counsel. Ohara remains a special counsel at the Japanese firm Nagashima Ohno & Tsunematsu and is taking a leave of absence to work on U.S. intellectual property law. Ohara is a graduate of Harvard Law School. INTERNAL REVENUE SERVICE Former Caplin & Drysdale partner Matthew Frank has joined the Internal Revenue Service as director of the advance pricing agreement. Frank, 41, holds a law degree from the University of Michigan Law School. JENKENS & GILCHRIST W. Jackson “Jack” Matney Jr.has joined the D.C. office of Jenkens & Gilchrist as of counsel in the intellectual property practice. Matney, 41, was counsel at Crowell & Moring and holds a J.D. from George Washington University Law School. KELLER AND HECKMAN Keller and Heckman has expanded its environmental and chemical control practice with the addition of Herb Estreicher, who joins as partner in the D.C. office. Estreicher had been of counsel at Covington & Burling. Estreicher, 49, is a graduate of New York University School of Law. LATHAM & WATKINS Two partners from McKee Nelson have joined Latham & Watkins in the District. Rita Cavanagh, 52, will concentrate on tax controversy litigation. Cavanagh, a graduate of Yale Law School, joins as partner. Gerald “Jerry” Kafka, 52, also joins as a partner with a focus on tax controversy litigation. He is a graduate of Georgetown University Law Center. MORRISON & FOERSTER Scott Doyle, 40, joins the Northern Virginia office of Morrison & Foerster as partner. Doyle was senior vice president and chief intellectual property officer for Liberty Broadband Interactive Television Inc. Doyle is a graduate of George Washington University Law School. POTOMAC CONSULTING GROUP Conrad Jacoby, 35, has joined the Potomac Consulting Group as general counsel. Jacoby will lead the litigation support and information management consulting practices. Jacoby was of counsel at Spriggs & Hollingsworth. He is a graduate of Georgetown University Law Center. WEIL, GOTSHAL & MANGES Elizabeth Stotland Weiswasser rejoins Weil, Gotshal & Manges as a partner in the life sciences and intellectual property practice in the firm’s D.C. and New York offices. Weiswasser had been a partner at Covington & Burling.
