SAN FRANCISCO — The Ninth Circuit U.S. Court of Appeals on Wednesday revived a class action by homeowners who say developers caused their property values to plummet by selling neighboring homes to high-risk buyers who went into foreclosure.
A three-judge panel said the homeowners have standing and should be allowed another stab at the suit.
