SAN FRANCISCO — More than halfway through this year’s legislative session, the hot-button issue of disability access suits has made a surprise appearance at the Capitol.

Senate Minority Leader Bob Dutton, R-Rancho Cucamonga, has just introduced legislation that would require would-be plaintiffs to give business owners 120 days to fix access violations before they file suit. The bill, SB 783, is patterned after 2005 legislation that majority Democrats quickly rejected.
