The new home of the 1st District Court of Appeal in Tallahassee, Fla., has become a political football, with politicians blaming each other for approving a sprawling structure replete with a rotunda, dome and columns. Other features include private bathrooms with granite countertops for each of the 15 judges as well as big-screen televisions and kitchens.
