The U.S. Court of Appeals for the District of Columbia Circuit on Friday dismissed claims brought by a couple who were injured when a Hamas member deliberately drove a car into a crowd at a Jerusalem bus stop, finding the lower court lacked jurisdiction over the victims’ allegations that Syria and Iran aided the attack.

The three-judge panel said federal law allows a person to bring personal injury claims that stem from “extrajudicial killings” materially supported by state sponsors of terrorism, an exception to general foreign sovereign immunity under the Foreign Sovereign Immunities Act of 1976.
