Simone Biles and other sexual abuse victims of former USA Gymnastics team physician Dr. Larry Nassar filed administrative complaints on Wednesday over the FBI’s bungled investigation, setting the stage for a legal battle that could include up to $1 billion in claimed damages.

About 90 women filed the complaints under the Federal Tort Claims Act after the U.S. Department of Justice’s Office of Inspector General found last year that the FBI had made numerous errors in its investigation of Nassar. The complaints also come after the DOJ on May 26 declined to pursue criminal actions against the FBI agents who were in charge of the investigation.
