Chief Judge Roger Gregory of the U.S. Court of Appeals for the Fourth Circuit is welcoming a new member to the bench with a note underscoring judicial values of openness, hard work and collegiality.

Gregory publicly released a letter to all the circuit judges Wednesday marking the U.S. Senate’s confirmation of their soon-to-be-colleague, Virginia Solicitor General and University of Virginia School of Law professor Toby Heytens.
