SACRAMENTO — Californians voted overwhelmingly Tuesday to legalize recreational use of marijuana, opening the doors to a new, multibillion-dollar marketplace and launching a scramble to create regulations within a year.

Voters in Massachusetts and Nevada also approved recreational marijuana, while a legalization measure in Maine had a slight lead but remained too close to call Wednesday. Voters in four other states, including Florida, also authorized or expanded medical marijuana use.
