The Fifth Appellate District denied a petition for review of a decision of the Public Utilities Commission. In the published portion of its opinion, the court held that where a long-running action before the Public Utilities Commission (PUC) was processed in a jurisdictional phase followed by a ratemaking and reparations phase, the Commission had the authority to bifurcate the matter into two phases and to conclude the limitations period did not run during the first phase.
