The court of appeals granted a motion for stay pending appeal. The court held that a district court order permanently enjoining enforcement of Montana’s statutory campaign contribution limits had to be stayed in light of governing circuit precedent, the state’s interest in regulating campaign contributions, the lack of evidence that other parties would be substantially injured, and the public’s substantial interest in the stability of its electoral system in the final weeks leading to an election.
