The Third Appellate District affirmed in part and reversed in part a judgment. The court held that, after an irrigation district agreed to sell 14 percent of its water to a hotel and casino complex, the sheer quantity of water to be supplied constituted an unusual circumstance precluding application of the small construction exemption to the California Environmental Quality Act.
