OAKLAND — Like any business leader or government executive in the troubled economy, the new chief judge of the Northern District of California is trying to do more with less.

U.S. District Chief Judge Claudia Wilken stepped into the court’s leadership role this past week, following the retirement of U.S. District Judge James Ware. She’s assuming the post during an era of mounting caseloads, judicial vacancies and shrinking budgets. Yet she plans to start and expand programs that will boost the court’s public interest initiatives, and she’s calling on attorneys in private practice to lend a hand.
