SACRAMENTO — The Bar Association of San Francisco has asked the Judicial Council to authorize local courts to charge new fees on attorneys’ court appearances in an attempt to avoid mass layoffs and courtroom closures.

The new levies on lawyers attending complex civil case management conferences — up to $300 — could be charged by any court, according to the BASF proposal. And there are plenty of struggling courts eager for new funding sources, including Los Angeles County Superior Court, which on Tuesday announced massive deficit projections and tentative plans to lay off hundreds of workers next year.
