SAN FRANCISCO — A San Francisco judge today said state air regulators can’t proceed with plans for a cap-and-trade scheme for reducing greenhouse gas emissions.
Following up on an earlier tentative order, Judge Ernest Goldsmith sided with environmentalists who contend the California Air Resources Board violated the California Environmental Quality Act by improperly creating a scoping document, or a strategy roadmap, for the implementation of cap-and-trade, which allows businesses to offset their own carbon emissions by purchasing credits from companies throughout the world who produce lower amounts of emissions.
