SACRAMENTO — Two years ago, Shelby Lyn Allen was a vivacious 17-year-old, a prolific writer and high school junior from the Redding area who excelled at volleyball, cross country and snowboarding despite her lithe 107-pound frame.

Today Shelby is the unwitting inspiration of new legislation that would target adults who provide alcohol to minors. The pretty blonde with dreams of a Hollywood career was found unresponsive at a friend’s house on the morning of Dec. 20, 2008, propped against a toilet where she had been left to deal with the effects of downing too many shots of vodka. The coroner concluded that Shelby died of alcohol poisoning. Her blood alcohol level was 0.33 percent.
