SAN FRANCISCO — Already branded “not qualified” for the state appellate bench by judicial evaluators, former state Sen. Charles “Chuck” Poochigian now faces opposition over what some consider an appalling record on gay rights during his time in Sacramento.

In addition, the attorney general’s office surprisingly said in a confirmation report released Tuesday, that the “not qualified” evaluation — leaked last month — provided a “particular challenge” and “should not be lightly discarded.”
