The federal judiciary is reviewing the actions of U.S. District Judge Roger Benitez of the Southern District of California after he allegedly ordered the 13-year-old daughter of a defendant handcuffed to warn her what might happen if she didn’t stay away from drugs.

Chief Judge Mary Murguia of the U.S. Court of Appeals for the Ninth Circuit said in an order made public late Tuesday that Chief Judge Dana Sabraw of the Southern District brought the incident to her attention on Feb. 22, nine days after it took place. Murguia’s order said she identified a complaint against Benitez, a procedural move to launch a review of what happened.
