A Sutter County judge on Monday rebuked Gov. Gavin Newsom for issuing pandemic-related executive orders that she said stray too far into the legislation-making arena.

In a tentative ruling, Judge Sarah Heckman said she would issue an injunction barring the governor from signing any new order “which amends, alters, or changes existing statutory law or makes new statutory law or legislative policy.”
