SACRAMENTO — The Judicial Council is doing better complying with procurement and contracting laws. But it’s still got big problems with the information systems it uses to store case management records and personnel data.

That’s the conclusion of state Auditor Elaine Howle, who released a report Thursday on the two areas of judicial branch operations. The 35-page analysis was a follow-up to a critical 2013 report that found flaws within the judiciary’s IT systems as well as contracting practices that did not always include the proper competitive bids or correctly scored vendor submissions.
