SACRAMENTO — The car data privacy battle has returned to the Capitol, but this time the target is state government, not auto manufacturers.

Sen. Ted Gaines, R-Roseville, has introduced legislation that would bar state agencies from collecting information from a car’s on-board diagnostic system unless they obtain the owner’s written consent. SB 206 is aimed at the California Air Resources Board, which is weighing new rules that would force automakers to expand the amount of data car computers collect.
