The legal rights of accused al-Qaida terrorists and further amendments to the Rules of Professional Conduct will be the chief topics discussed by the American Bar Association House of Delegates, who will descend upon Philadelphia next Monday as part of the ABA’s annual mid-year meeting.

The House last met in August, less than a month before the tragic events of Sept. 11, and the imprints of the single worst act of terrorism in history can be plainly seen in its agenda.
