An abandoned and decaying building prompted a petition for conservatorship under 68 P.S. §1101 et seq. Petitioner failed to serve notice on the known owner of the property, and assumed that a requested interior inspection would be granted to provide supporting evidence instead of pursuing expert testimony. The court found that the evidence presented did not justify an interior inspection, which was not guaranteed by the Act 135 statute, and petitioner’s failure to serve the property owner notice precluded a right to request entry for inspection under an alternative statute. It recommended that petitioner’s appeal be denied.
