As federal regulators prepare to issue ­guidelines on autonomous vehicles, ­plaintiffs attorneys and consumer-safety groups are concerned about confusion and potential harm that could arise from the lack of federal standards.

Mark Rosekind, head of the National Highway Traffic Safety Administration, said at an automotive conference in June that federal guidelines would be released last month dealing with issues that include deployment and operational guidance, ­uniform state policies, exemptions, and new tools to make technology available more quickly. As observers wait for those guidelines, they’re anticipating chaos.
