A property consisting of a sports arena, retail space and two parking decks is immune from taxation under the Economic Development Financing Law, the Lehigh County Court of Common Pleas has ruled, because the properties are within the boundaries of an ­economic ­development zone, and are used in ways that promote economic development.

Judge Douglas G. Reichley ruled in favor of the Allentown Neighborhood Improvement Zone Development Authority on May 20, reversing the decision of the Lehigh County Board of Assessment Appeals and deciding that PPL Center and other related properties are immune from property taxes. Reichley’s opinion acknowledged that the ruling might have adverse consequences for the bodies that attempted to tax the properties.
