Petitioner Joseph F. Stoner, M.D. petitioned for review of an adjudication of the State Board of Medicine revoking his license to practice medicine for unprofessional conduct. The record lacked expert testimony to support the board’s premise that the examinations departed from accepted standards of care or were medically unnecessary. Reversed.
