The Commonwealth Court has ruled in a case of first impression that the Pennsylvania Gaming Control Board has sole discretion to block a party that failed to appeal the denial of its own application for a gaming license from intervening in the subsequent administrative proceedings of a licensee.

In this case, that means Keystone Redevelopment Partners, an investor group affiliated with Trump Entertainment Resorts that was denied a Category 2 slot machine license by the city of Philadelphia in December 2006, may not get involved in the license extension proceedings of Foxwoods casino developer Philadelphia Entertainment and Development Partners.
