Overton held steadfast and offered up his resilient leadership for the Pennsylvania Conference of State Trial Judges (PCSTJ) during the unsettling and unchartered period of the COVID-19 pandemic. PCSTJ President Overton demonstrated leadership as he presided over the annual and mid-annual meetings of the PCSTJ and ushered in the Judicial Ethics Advisory Board created by the Pennsylvania Supreme Court by order on Jan. 14, 2022.

These were challenging times for leaders who had to grapple with governmental restrictions put in place to prevent the spread of the coronavirus. Throughout it all, Overton saw that the PCSTJ continued its mission to serve the interest of the judges of the commonwealth of Pennsylvania.
