Philadelphia paid out nearly $34 million to victims of alleged civil rights abuses in the criminal justice system in 2021, fueled in large part by settlements in death cases and overturned convictions, according to a review of recently released records.

The sum payout of more than 100 cases settled in 2021 appears to be a record amount for the city, even though the city is seeing a decreasing number of settlements each year, the records show.
