The scope and variety of matters coming before the Independent Regulatory Review Commission ranges from routine licensing fees to sweepingoften controversialregulatory changes. Recent examples include Pennsylvania’s entry into the Regional Greenhouse Gas Initiative and regulatory changes to Pennsylvania’s minimum wage.

These rulemakings often generate hundreds, even thousands of comments. Sumner significantly improved this process, fostering a new era of citizen engagement on matters impacting their lives. He redesigned IRRC’s website, making it easier to use. He installed cameras in IRRC’s meeting room, livestreaming each meeting. He expanded outreach and scheduled votes in larger venues providing for greater public participation on regulations and, consequently, some of the longest and most intense meetings in IRRC’s history.
