After two years topping the American Tort Reform Association’s “Judicial Hellhole” list, Pennsylvania has ceded its spot to California.

The defense bar organization released its “Judicial Hellholes 2021-2022” report Tuesday ranking jurisdictions based on their litigation climate. The report lists the Philadelphia Court of Common Pleas and the Pennsylvania Supreme Court in fourth position behind California, New York and Georgia.
