The system overseeing courts in all 67 counties across the state is often referred to as Pennsylvania’s unified judicial system. But as any attorney who has practiced in more than one county can tell you, there is not much unity at the local level.

That trend has only been exacerbated during the COVID-19 pandemic, lawyers said, pulling the 60 local judicial districts apart, each experimenting with their own responses to unprecedented pressures.
