Over the last few years Pennsylvania has played a prominent role in the development of both state and federal election law. As the Department of State (DOS) has risen to the challenge of the events that have shaped the election law landscape, Kotula has been the legal stalwart at the Office of General Counsel (OGC) and the DOS Office of Chief Counsel (OCC) on all aspects of elections. She stands alone as the most knowledgeable attorney in the area of elections, campaign finance and lobbying disclosure law. 

Kotula was part of a team that litigated the issue of political gerrymandering and the allegation that the Congressional election district boundaries violated the Pennsylvania State Constitution because they were drawn to benefit one political party over the other. Last year, she was an integral part of the team that assisted the governor in his collaboration with the legislature to draft, pass and enact Act 77 of 2019. Act 77 is the first major reform to the Pennsylvania election code in over 80 years. The revisions made to the election code via Act 77 make registering and casting a vote more accessible for all Pennsylvanians and is estimated to positively impact voter turnout in 2020 and for years to come.
