The two intermediate appellate courts in Pennsylvania are undergoing some of the most sweeping changes to their benches in years, but attorneys who work before the courts said they are not concerned turnover will seriously affect operations.

That same confidence, however, doesn’t extend to the notion that the governor and state Senate will be able to swiftly appoint interim judges to fill the numerous vacancies on the courts.
