The Unemployment Compensation Board of Review cannot prohibit suspended attorneys from representing claimants before unemployment referees, the Commonwealth Court has ruled.
In a split decision, a three-judge panel of the court ruled Sept. 17 that the UCBR inappropriately applied the Pennsylvania Rules of Disciplinary Enforcement in denying a claimant representation.
