On Feb. 5, the Texas commissioner of insurance adopted a new rule relating to the practice of rebating in the title insurance industry. The rule goes into effect April 1, and will profoundly impact the way title insurance is marketed to lenders, realtors, construction companies and other entities that have traditionally steered consumers to a particular title agent or underwriter. It also may lead to future reductions in title insurance premiums.
