Just two years into his service on the U.S. Court of Appeals for the Fifth Circuit, Gregg Costa is already a member of his court’s most honorable, yet dubious, club.
That’s because in March he became the ninth current or former member of the Fifth Circuit to rate a serious mention as a possible U.S. Supreme Court candidate.
